PROJECTS

CAL-ITP/CALTRANS

Rockland Planning is providing assistance to the State of California in re-engineering and improving the grant management, data collection and analysis, and performance measurement processes for its public transportation funding programs.


PENNDOT

Bus Propulsion Benefit and Cost Assessment

Rockland Planning is a sub-consultant to the Whitehouse Group assisting PennDOT’s Bureau of Public Transportation in reviewing various heavy-duty bus propulsion technologies available on the market and providing a comprehensive assessment tool to transit agencies to evaluate short and long-term implications of selecting various propulsion technologies.

 Cost Estimating Database

Rockland Planning is working with KCI Technologies under contract to PennDOT’s Multimodal Deputate to develop a preliminary cost estimating database for transit and rail capital projects to assist in accurately estimating the cost of future transit projects.

 Performance & Compliance

Rockland Planning is working with the Whitehouse Group under a contract with PennDOT’s Multimodal Deputate to provide additional training to staff within the Multimodal Administration Budget and Procurement Section and to streamline the budget function within the Deputate. This includes identifying opportunities to standardize budgeting processes, developing an internal tracking system, and revising reports and quality controls.

Yeseñia Bane, has been involved in politics and government for over 15 years.  Most recently Yeseñia served as Deputy Chief of Staff to Governor Tom Wolf. In this role she acted as Governor Wolf’s primary point of contact for the Departments of Transportation, Community and Economic Development, Agriculture, Labor and Industry, and Education.  Yeseñia’s portfolio also included the Pennsylvania Turnpike Commission and Philadelphia Port Authority. Her responsibilities included working closely with Cabinet Secretaries and their executive staff on agency operations, including policy and legislative initiatives.   

In her role as a key economic advisor to Governor Wolf, Yeseñia oversaw the Redevelopment Assistance Capital Program (RACP) and was the lead contact in deploying over $500 million in economic development funding throughout the Commonwealth.  As the lead contact Yesenia regularly interacted with elected officials on the federal, state, and local levels of government.  

Yeseñia also worked closely on major projects such as Shell’s $6 billion ethane cracker plant and FedEx Ground’s largest warehouse and logistics hub in the United States.  Along with large projects, Yesenia also worked with small businesses and non-profit entities to provide them with support from the Commonwealth of Pennsylvania.

Prior to joining the Wolf Administration, Yeseñia served as Chief of Staff to a member of the Pennsylvania State Senate.  Yeseñia also served in the administration of Governor Edward G. Rendell, working in the office of Policy and Planning, along with the Department of Community and Economic Development. 

Yeseñia holds a bachelor’s degree in Political Science from Albright College, along with a grant writing certification from the University of Notre Dame.

Toby Fauver has over 25 years of professional experience in executive leadership, planning, policy, legislative efforts and stakeholder involvement/communications. He was most recently the Deputy Secretary for Multimodal Transportation for the Pennsylvania Department of Transportation,
a position he held since the position was created in 2013. As the Multimodal Deputy, Toby was responsible for a $2 billion program, including public transportation, intercity passenger rail, rail freight, the three Pennsylvania Ports, bicycle and pedestrian investments, and the Commonwealth's aviation program.
Prior to that, he served as the Deputy Secretary for local and area transportation and was responsible for Pennsylvania’s public transportation, paratransit and intercity transportation programs. In his first year at the Department of Transportation, he served as the rail freight, ports and waterways Bureaus Director and as the public transportation Bureau Director.


LaVerne Collins, Senior Transit Consultant

LaVerne Collins has worked in public transportation for over 40 years. She is currently a consultant providing financial and technical analysis, paratransit fare structure analysis, and procurement assistance. As a division chief in the Bureau of Public Transportation at the Pennsylvania Department of Transportation, LaVerne designed, implemented, and created regulations for the Shared-Ride Program for Senior Citizens—the first in the country to offer affordable accessible transportation to seniors throughout the state.
Later, she worked with disability groups and state officials to develop a similar program for persons with disabilities. She concluded her career with the Pennsylvania Department of Transportation as Director of the Bureau of Public Transportation where she managed grant programs valued at over $1 billion annually. She led the Bureau in re-engineering grant programs to reduce the number of applications and grant agreements from fourteen to three and to transition to an electronic grants management system.


Morgan Ruziecki, Senior Planner

Morgan Ruziecki is the Senior Planner at Rockland Planning, Inc. She has a Bachelor of Science in Environmental, Geographical, and Geological Sciences-Geography & Planning and a Bachelor of Arts in Anthropology from Bloomsburg University of PA. Morgan’s planning experience covers multiple aspects of the field, with an emphasis on multimodal transportation and geospatial planning.
Morgan has built an extensive portfolio of project experience including community and multimodal transportation planning and Bike/Ped Planning. She is also skilled at geospatial analysis and leveraging ESRI products for data communication and analysis.


MacKenzie Caron, Associate Planning Consultant

MacKenzie Caron is the Associate Planning Consultant at Rockland Planning, Inc. She has a Master’s Degree in Sustainability, Security, and Resilience from Ohio University and a Bachelor of Arts in Geography and Environmental Studies from University of Pittsburgh at Johnstown. MacKenzie’s planning experience covers multiple aspects of the field ranging from environmental and hazard mitigation planning to active transportation and community planning.
She most recently held the title of Regional Planner for Blair County where she was responsible for all long-range planning as well as countywide grant, permit, and development applications. MacKenzie is working to expand her project portfolio with sustainable and creative approaches to transit and development.


Madonna Cherok, Office Manager

Madonna has had a variety of experiences over her career. She worked for The Quaker Oats Company in the food manufacturing industry for 14 years in numerous roles; as an Industrial Engineer in multiple manufacturing facilities, a Supply Chain Analyst responsible for purchasing, production planning and scheduling, a Systems Improvement Leader, identifying and managing cost improvement projects, and in a management role as a Cereals Process Leader before pausing her career to raise a family. She later completed tax preparation courses and prepared individual tax returns over several tax seasons.
Madonna also worked part-time as a staff accountant for an entrepreneurial business group doing daily and weekly AR/AP tasks, posting general ledger transactions, managing cash flow, supporting payroll, and performing bookkeeping services. She most recently has worked in the financial services industry.
